Digital University Foundation provides administrative and technical guidance to publishers seeking an International Standard Serial Number (ISSN) for journals, magazines, continuing publications, and other eligible serial resources.

Digital University Foundation does not issue, allocate, approve, or assign ISSNs. ISSN assignment is carried out exclusively by the responsible ISSN National Centre or, where applicable, the ISSN International Centre.

How DUF Supports Publishers

• Identifying the appropriate ISSN National Centre or responsible ISSN authority
• Reviewing whether the publication appears ready for an ISSN application
• Checking title, publisher, publication medium, frequency, and other bibliographic information for consistency
• Preparing the information and supporting documentation required for an application
• Assistance with completing application forms
• Responding to requests for additional information from an ISSN Centre
• Guidance on displaying an assigned ISSN correctly
• Verification of publicly available ISSN records after assignment

Application Process

The publisher remains the applicant and is responsible for providing complete, accurate, and verifiable information. DUF may provide guidance throughout the process, but the application is submitted to and evaluated by the appropriate ISSN authority.

Assignment and Approval

The decision to assign or refuse an ISSN rests entirely with the responsible ISSN National Centre or the ISSN International Centre. DUF cannot generate or reserve an ISSN, guarantee that one will be assigned, alter an official ISSN record independently, or represent an ISSN as accreditation, journal-quality certification, or indexing.
